Going nuclear would have been the preferred strategy, but I think the Gang of 14 emerged because the GOP in the Senate wasn't going to go nuclear,

I didn't see the show myself, but a Freeper reported hearing Lindsey Graham on Hannity at the time. Graham was saying Frist didn't have the votes for the nuclear option. Hannity asked "But wouldn't he have had the votes if you and McCain had gone along?" Per the report, Graham sort of sputtered and didn't have an answer.

I think that's true. There weren't the votes to go nuclear, and I don't recall who the cowards were. Graham may have been one of them.
