Why were they are a target for lawsuits?
Because they allowed the Salvation Army to set up the kettles against their own no solicitation policy while at the same time prohibitting other organizations from soliciting because of the policy.
So instead of either being sued or having to allow anyone to solicit, they just extended it to the kettles. But they do have programs for donations in the stores and on the website during the normal weeks of the kettle drive.
