has allen conceded??? if not how did webb win?

Webb won. Allen can choose to challenge the win. It's like in Florida in 2000. Bush won, Gore then challenged.

The official vote is done, Webb has more votes. It's Allen's turn to decide to challenge it or not.

Concessions are a formality, not a legality. Allen doesn't have to concede in order to lose.

Last I heard, Allen has NOT conceded and neither has Conrad Burns in MT. Wonder if the Press has jumped the gun a little. I hope both of those Senators hold out until every vote has been counted!
