I see, by looking in Google, that VA has about 2/3 of its jurisdictions with the electronic voting with no paper trail.
So, it looks like 1/3 of the state votes on paper.
What would be so hard about thumb printing and making a machine that registers your ballot when you feed it in and gives you a receipt of who you voted for with a number. That way you could go online and check that your vote was actually counted.
We had one electronic voting machine where I was. My guess is that for every e-ballot cast, 5 or 6 paper ballots were cast -- it seemed to take a long time to navigate through the software.
