After Bolton, it will be Cheney.
Sitting Vice Presidents usually don't just step down. The people elected Dick Cheney. It's an insult to the people who elected him for Dick Cheney to step down. The people did NOT elect Rumsfeld or Bolton.
There's no way Bolton could be confirmed in the new Senate. And the Democrats would probably just filibuster any appointment made in the current Senate. That DOESN'T mean the Democrats will name the next UN ambassador - that's up to President Bush. Whoever he names has to pass the muster of the Senate, but if Casey and Webb are as conservative as they claim to be (plus the Democrat Senators from current red states), that might not be much of a problem.
