I work for the military as a civilian. The word going around is that Rummy lost the respect of many in Congress (especially the Senate) with the Abu Greb disaster. It was a serious failure of control by the Military, and the DoD focus was not there. It did not happen in a vacuum.
Still, Rummy has done much good for DoD, primarily with the transformation. That is why Rummy was brought back as SECDEF. Rummy wanted to focus on transformation. Perhaps there was not enough time to focus on planning for after we took over Iraq and to avoid Abu Greb.
