You're assuming the Democrats will behave rationally. Their base hates Bush and wants him gone. And they have to pay at least lip service to their kooks. At some point, I presume they will press ahead with an impeachment vote.

Based on what? That they hate him? That won't wash, he's committed no high crime or misdemeanor! Heck we had Clinton dead to rights on perjury under oath, suborning perjury, abuse of power with an intern and committing a lewd and lascivious act in a public place, and we couldn't convict him.

No the Democrats are operating on the assumption that if they can find something to hang Bush with, they will force the Republicans to get him to resign before there is a trial in the Senate. Different standards apply to Republican than they do to Democratic Presidents.
