Could be but consider this before ya go all paranoid, lots of times Urban precincts are that last to be tabulated, now some say it is because Democrats control them and want to hold them and manufacture votes.
Well maybe, but logic tells us the bigger the precinct, the longer it takes to count. Therefore USUALLY (Not always) the last Precincts to come in are usually Democrat strongholds because they are usually very Urban precincts.

Logic also tells you that the large precincts will have greater resources to perform the count. Should offset.
