Why does it always seem that the heavily Democrat precincts are the last to report?

Many absentee ballots in VA are military and will break for Allen. There will be a recount, and Allen will win, but it will take a while. VA is the FL of 2006. Have fun!

Does anyone here know for sure what the deal is in Virginia with absentee ballots? In some places, they are counted along with the machine cast votes. Everyone seems to assume that they are still to be counted in Virginia.
