Random and arbitrary can be synonyms. Random is having no connection to anything. In a random sample, there is an equal chance of any data point to be chosen.
Arbitrary is whimsical, based on or subject to individual discretion or preference or sometimes impulse or caprice.
Choosing a random hotel would be any one in the world. choosing an arbitrary hotel would be any one along the road you're on.
Not that any of this matters...I was just playing around.

Don't buy into the exit polls. How many times do you guys like to get fooled?

Another example...an arbitrary poll might be choosing all people with blue shirts, without having any reason to assume there is correlation. A randomly sampled poll would take care that there are no biases in selection (in case there is some unknown correlation between blue shirts and responses).
