In most midterm elections, an out-of-power party picking up, say, 14 seats in the House and five seats in the Senate could call it a pretty good night.

Isn't the average midterm pickup for the minority party something like 25 House seats?

It used to be, yes; but, hasn't been in several cycles and certainly hasn't been since '94.
