If it is OBL, the way to announce it is to have Tony Snow say at a press conference that we caught an extremely important, very high up al-Qaeda guy, about as high as you can get, that we have been wanting to catch for years, but that we are not going to announce his identity until after the election just to avoid trying to influence the election. (Wink, wink.) Have a half-dozen generals standing near him with big smiles on their faces.
