Good question, though I'm not real sure of the answer

From what I can gather .. some (not all) are in tight races and Bill is out to rally up the base

Clinton was in Tennessee campaigning for Ford last week; making sly jokes about Harold's remark about "not apologizing for liking girls and football" as an explanation for why Harold attended a Playboy party. It probably fired up his base (mostly Memphis blacks who have shored up the Ford family machine all these years), but rancid "girly" jokes spouting from Clinton's mouth don't register well with most in the state.

Clinton cut commercials for here in California for Prop 87, the Oil Company Tax, and it is now behind and headed for defeat. Clinton also campaigned for Phil Angelides who will lose by double digits to Arnold.
