She can vote. As long as she registered in her state of record and is currently on the Registrar of Voters list.

She can download a Federal Write-in Absentee Ballot online, fill it out (names of the persons she's voting for and positions thier). I've done this before because my absentee ballot was sent to the wrong address.

Some states allow the ballot to be faxed to their county Registar of Voters. Hopes this helps:

Her state of record should have online information about canditates and issues on the ballot.
