The one appeal and 30 day death thingy is in place and considered the law of the land. These particular points of Iraqi law were part of the makeup of Iraqi law before Hussein, during Husseins reign (though he ignored them) and now after Hussien. They are part and parcel of Islamic law. Not that it matters a whole lot. The law as it is now it the law that will be carried out.
There has been an interesting C-SPAN conference with a guy from Vanderbilt who helped put together the new laws and is now out hawking a book. He said one of the best things that's going on now, with Saddam's trial, is that, for the first time, Iraqi people are seeing how a real justice system works, and that the benefits from that, over the long term, are immeasurable.
