Remember that's from the early '70s. Possibly a CB band, or some commercial band near those frequencies. The wavelength is near 10 meters, 1/4 wavelength, which is best for vertical whip type antenna's is 2.5 meters or about 8 feet. That can be, an usually was later, reduced by "loading" the antenna, but that one doesn't appear to be so loaded.
