Yep! Women who shield terrorists are part of the problem. Shooting them is part of the solution.

I'm sorry. But if the women purposely put themselves in harms way to shield the terrorists, then they are fair game.
Unfortunately, they take the innocent with them.
Willing volunteers are not equivalent to hostages or victims. I imagine that there will be a lot less volunteers if they are no longer a deterrent, but simply a temporary obstacle that can be removed.
