OH FOR PETE'S SAKE!! What's the deal in Memphis??
The same deal as in Philedelphia, NY, or any other large, democRAT-infested city. They cheat. It's their self-proclaimed birthright.
There will be many democRATs travelling from pricinct to pricinct voting in the names of recently deceased that remain on the voter rolls. At least 12 of those people may be able to reprogram their cards between stops so that when they arrive, they'll be able to vote twice - once with the voting card supplied by the official in the name of the dead and once with the freshly re-programmed card that they carried in their pocket.
That's assuming that there's no rogue machines out there, or that the person/people with the cards don't have access to a voting location outside of operating hours when the only people watching might be democRATs who will turn a blind eye to their actions.
