I'm not a scientist, but I thought the basic 'how-to' knowledge and technology are basically commonly known among nuclear scientists? It's whether they are making it or not that usually becomes an issue... Am I wrong?

Actually years ago I remember seeing a segment on television of a junior at Princeton writing a report on how to build a nuke, and he was a C student.
