The more I think about this the more I like it. Why not publish the non-voters? Could tell everyone paying attention lots of things including exposing the dead, criminals, and more.

Hmmm...could it expedite vote fraud? A citizen group could pick names off the list (figure they are the ones least likely to vote in the next election) and then pretend to be them....vote hundreds of times possibly....yeah, I know if they're caught, there could be trouble, but...

Why not publish the non-voters?

Because a non-vote is the de facto vote for "none of the above". You don't publish a person's choice if they do vote - why should their choice to not vote be published? It's as personal a decision as any other vote.
