A day AFTER he surrendered? Don't they keep tabs on these people?

Look at the upside...if he remains at large 30 days he will have committed a second act of desertion which will result in a second felony charge and conviction.

In time he will be brought to justice. Until then he will be living life as a fugitive, constantly looking over his shoulder, worried that his fingerprints are on file. Keep in mind, he'll even be a fugitive in Canada. They only reason he agreed to surrender is because he wasn't going to be given legal refugee status in Canada.
