If anyone can vote, but who doesn't, IMO, they give up their right to complain.

I totally agree. Billions of government-oppressed people in this world would crawl through a minefield to vote in a free and truly meaningful election if given the chance. Yet there are many more free Americans of voting age who don't vote than do.
