If an author witnesses and describes violence, does that mean they endorse violence? No. If an author describes a crime does that mean they endorse crime? No.

I don't believe this is a 'normal' behavior in any part of the world. Sorry. That excuse is too convenient.

Explain that all you want. But Webb does not where it counts, in his book. Besides, I looked this up and, while they have people in Asia kissing the privates of their male children, I saw nothing to indicate them taking the privates into their mouth (as this man does in the excerpt). This makes no difference to the majority who will hear it, either is a sick and detestable practice.
