I believe it was most definitely planned.

While I was browsing election sites, I ran into this information at:

http://www.uselections.com/fl/fl.htm

If you scroll down to the District 16 congressional election you will find:

District 16:

Mark Foley (R)

* Resigned 9/29/06.

Active Candidates:

• Tim Mahoney (D)-

Venture Capitalist, Rancher & Ex-Republican

• Joe Negron (R)

• Emmie Ross (Ind)

Political Consultant

The interesting part of this is Emmie Ross. She appears to have been a democrat who changed to independent when the county, and state democratic party as well as the Democratic Congressional Committee decided six months before the primary to recruit a neophyte politician and former republican to run against Tom Foley.

This is Emmie Ross has to say on her website:

"Sure I was shocked and disappointed how the Democratic Committee of Washington, D.C., Democratic Party of Florida and the St. Lucie Democratic Party kicked their own Congressional Candidates for District 16 to the curb! They openly embraced Republican/Democrat Tim Money with no political experience."

Elsewhere on her site it says:

"Tim Mahoney Challenger Republican/Democrat

Claim to Fame

Millionaire

Divider - Switched party to enter the Democratic Party

Corporations

Successfully derailed the 2006 Democratic Party along with the help of the St. Lucie County Democratic Party, Florida Democratic Party and the Democratic Congressional Committee Washington, D.C., six months before the Primary

Political Experience None"

Why would the county and state democratic party and Democratic Congressional Committee go to such great lengths to find a neophyte republican who would switch to run in the democratic primary six months before the primary? Why would all three levels of the democratic party be involved in this decision? Why would they go to all this trouble to possibly disenfranchise their own party locals, unless they had a plan that would require a squeaky clean republican clone that they could control? They could not possibly thought this dem/rep without any experience could have beaten Foley one on one. This entire situation was set up.

This mess really smells to high heaven. If Dennis Hastert really wants to get to the bottom of this, he should call in all three levels of the democratic party involved in this mess. It really looks like the democratic congressional committee got wind of some special plan and convinced the state and local party to go along with it.
