No, Webb was first a Democrat...then he worked in a Republican administration and quit and later endrosed Democrat Chuck Robb for Senate over Oliver North because North had beat him in a boxing match at the academy...then in 2000 Webb endorsed George Bush AND George Allen...but in 2004 Webb endorsed John Kerry.
