Oh my god, underwear worn on top of clothes. The school system would have been in anarchy.

Not normally. But on "Super Hero Day", they are fine. They are less "disruptive" than many a Wonder Woman or Super Girl (Or the Cat Lady) costumes probably were.
As I understand, it is a book pushed by the schools because it doesn't have violence against people.
Actually no sarcasm tag required. If they had brought a toy or fake M-1 to complete their Marine ensemble, they very well could have been expelled. Zero Tolerance, don't you know.
Good Lord, I've seen cheerleader uniforms that were more "disruptive" even in the mid 1960s. ... In fact most of them are/were, even at the high school level. Those are generally worn all day on the days of major events.
