I doubt it - NH has had a pretty serious libertarian streak to it [low taxes and not too generous social services]. That's how it has always been. Thus I would suspect that its place near the top is a more or less a permanent fixture.
I've been considering a move to the Lakes Region lately, so your lips to God's ear. Do NH'ers and Vermont-ites don't get along okay? Two different fiscal policy universes there...
