These furnaces we mentioned in some IAEA documents as prohibited to be used. May be the Iraqis were not honest about the seal of IAEA or someone may have removed it, I read some other documents where there were complaint by the UN or even by the Iraqi Monitoring Directorate (local Iraqi agency) about the removal of UN inspector seals from equipments.
