How did he not get a scholarship? Wouldn't a kid who started college at 9 be a poster child? There has to be some scholarship money around if he is so exceptional.
An alternative could be that he is brilliant and lazy. If he is 14 now, it was five years from the time he started junior college until he went to UCLA. What was he doing for 5 years? Taking 2 classes per semester?

Yes, I'm surprised he didn't get a full boat scholarship. My experience is, my daughter is a very bright, dedicated, hard working college student, who happens to be a lousy "standardized" test taker. What did she get for all her hard work; maintaining a high ninety average in high school (honors/AP courses), not to mention a top level athlete? Nothing. We're required to pay the full $40,000 plus tuition at a highly competitive college. But, funny, the kids with the high SAT scores got huge packages. Makes no sense to me at all. We'll be paying for her education for years to come. But she's worth it!! She's a Republican to boot!
