But let's play your silly propaganda game. Throw in the cigarette smoker as a "recreational drug user". That's 50 million, of which 12 million smoke marijuana also (seventy-seven percent of marijuana smokers also smoked tobacco). So we add 38 million cigarette-only "drug users".

New totals: 178 million "drug users" of which 53 million smoke cigarettes or marijuana or both.

I come up with 30%, not 99%.
