To: no dems

You can be a legal immigrant and not an official citizen of the USA. Am I wrong? If I'm just ignorant on this subject for some unknown reason than please set the record straight. XD

Though I'm fairly sure I'm correct. I knew a German woman who was not a citizen who was here as a legal immigrant. So I believe legal immigrant and sworn citizen are two different things.

You are correct. Legal immigrants include those with permanent residency (popularly known as green-card holders), as well as work visa H1-B holders. Only immigrants that are naturalized citizens are entitled to vote.
