There probably isn't one. And it turns out it was a pretty bad idea. It really didn't accomplish much of anything but appease a lot of emotional paranoia. Are you suggesting we should use that as an example of how we should make decisions.

its simply an example of the constitution not being used a suicide pact in time of war. FDR understsood that, its easy to criticize him 50 years later.
