Thanks for posting the actual letter contents. Seems fine, except for this line:

You are advised that if your residence in this country is illegal or you are an immigrant, voting in a federal election is a crime that could result in jail time and you will be deported for voting without having a right to do so.

It is certainly not illegal for immigrants to vote. I didn't read anything else disagreeable in the letter. If this is an accurate translation, the guy definitely mislead the receivers of the letter.

I wonder how long the candidate was a Rat before he ran as a Pubbie?

It is if the immigrant is not yet a naturalized citizen.

On the other hand, the letter implies that all immigrants cannot legally vote, which is wrong considering that all naturalized citizens (technically they were, but no longer are immigrants) can vote legally.

Bad translation. The Spanish word for a resident alien is similar to the word immigrant. The word is imigrado, meaning, one who has left one's country of citizenship and moved to another country. It means a green card or other visa holder. In Spanish, immigrant would be imigrante, not imigrado.
