IMHO, zero chance of passage.
We are still the wild west, and do not take kindly to a lot of rules.
You can buy liquor 24 hours a day 365 days a year.
You can gamble, vist the Bunny Ranch, shoot your gun in the hills and legally bet on the Bears.

Sadly, it has a higher chance of passage than you estimate. There are more nanny-state females in Reno and Vegas than there are people blessed with common sense in this state.
What will be interesting is what happens if both of the anti-smoking initiatives pass. The two groups will likely start to duke it out in the court system.
On the subject of the "wild west" atmosphere of Nevada out here on the Pony Express trail -- what is most amusing to see is Californians when they see people packing guns in their cars out here. Carrying a loaded handgun in your car is legal in Nevada. Carrying a loaded long arm (rifle or shotgun) is not (this is a game code, not a criminal code).
Californian tourists seem to lose all bladder and bowel control at the mere sight of firearms. Californian hunters seem to lose all mental control with the mere possession of a firearm. Personally, I could do without either group.
