There may be some truth in that, but if you ever see him on TV talking about Hillary, you will quickly get the feeling he loathes that woman; which is, of course, a point in his favor. Some of what he is saying and doing is personal, I think.
I suspect he knows who was behind the toe sucking expose. A grudge? Probably.
