There's no chance that Taiwan would get nukes, because that would be a change in the status quo. The Chinese will go to war with Taiwan the day they confirm the nukes there (basically, hit them at their infancy). The Chinese don't have liberals, they are very determined to get back Taiwan. Chinese generals constantly assert that losing a few Chinese cities is worth getting Taiwan.

As for SK and Japan getting nukes, it's not really a big deal as both countries would be unlikely to first-strike. And there's absolutely no reason for China to nuke SK and Japan either. China is both SK and Japan's largest trading partner.
