you are correct, its very frustrating. I just don't understand what is going on, how the permanent beauracracy at these agencies can have so much power, that the oversight of the politically appointed managers has been totally neutralized.
I know in a lawyer's office if the chain of the file isn't followed exactly it can affect the case, so why isn't the top secrets of this country protected in the same way??
