Some apology. A real apology would have been: "I am sorry I offended the United States. It won't happen again and should never happened in the first place."
Agreed. If his actual apology was "I apologize to anyone who may have been offended", then it is nothing but double speak for "if you don't like it, too bad". A real apology expresses sincere regret for one's own actions.
"He has also apologized to anyone who may have been offended."
Translation:
"I have a Stanford-Benet I.Q. under 80, and I apologize for having my secretary write this apology" : )
