The intent was to let NON-CITIZENS know they were ineligible to vote, and looking at it another way not only doing them a service, but a way of avoiding a dispute about illegal votes after the election, like the one that developed between B1-Bob and Loretta Sanchez when she was wrongly awarded the congress seat by a clinton leftie judge.
