Please help me understand. Just HOW is a vote for Foley a vote for Negron? Can the votes be transferred to him or can Jeb Bush name him as the replacement?

Yes per the Florida election law if a candidate whose name on the ballot withdrew and if it the time to replace his name on the ballot has passed as in the case of Foley, then the party (Republican Party) of the withdrawn candidate (Foley) can name another one (Negron) and every ballot cast for the withdraw nominee (Foley) will go to the new nominee (Negron).
