Let's have some fun with this. The successful explosion of a dirty bomb -- or any terrorist act -- would work against Republicans. The first thing people would say is, "We let those goddam Republicans take away our rights and they couldn't even protect us from this!?"

To best execute the DUmmies' scenario, Rove would (Wednesday) create the announcement and the panic, (Thursday) execute mass arrests of Al-Quaida cells, and (Sunday) preside over an orgy of coverage on the talk shows and NFL games. It would be the modern equivalent of the 17th Century Gunpowder Plot.

But it would be insane for Rove to actually let a bomb go off. Too many questions.
