A LOT of people are working poor and drive real junkers. They need to work, and thank God they are instead of depending on welfare.

When I grew up in Florida, they had state inspection stations for cars. In California, we have bi-annual smog checks. What will the poor do when their "junkers" fail to pass inspection? I suspect that they'll just keep driving them unregistered.
