I suspect it's because he wants to stop the death penalty once and for all (which he tried to do by installing Rose Bird & Co. in the CA Supreme Court), and sees the challenge to the lethal injection of murderer/necro-rapist Michael Morales as the best chance to accomplish that. It could also have something to do with government being all he knows how to do, and can't fathom the relative instability of the private sector.

At his age I think he misses any kind of limelight and that his 'legacy' as "Governor Moonbeam" haunts him. I can't believe that any Police Officer association (per the radio ads) supported his current run for AG.
