It is part of the Nafta Super Highway to transport Chinese junk from Mexican ports to Kansas City where it will then be inspected by Mexican "Customs" Agents and then distributed throughout the country.
I bet you a $25 donation to the fund raiser that you can't find proof that the Mexican Customs office in KC will be inspecting imports into the US. I don't think that is the job of the Mexican customs but rather it's the job of the US customs. Now the Mexican Customs in KC will be inspecting items leaving [being exported] from the US into Mexico. That will be their job, don'tcha see.
