Can you get a link to the thread he claimed to have testified before Congress?

Here's a link to one of his earliest submissions to FR, referencing his "presentation before the Committee" which was in reality nothing more than a mailin for inclusion in the record that any nerd off the street can do regards any Committee hearing record.

FAIR TAX VS FOUNDERS' ORIGINAL PLAN [Free Republic]

"I think if this conversation is to be productive, or benifical towards our nations' future,it should be limited to comparing the Founders original plan [see my presentation before the Committee On Ways And Means,Replacing The Federal Income Tax, 1995 Hearing Book http://www.coolmedia.net/ice/salestax.htm ] and the NRST."

He makes this claim all over the internet as well as hear on FR frequently referring to his mailin in the terms of his "testimony", "presentation" etc.

The above thread is an interesting read to note how his characterization of his "Founder's Plan: has changed over the years from his original stand.

"In addition to the above, the Fair Tax makes no provision to raise essential revenue in the event of a national emergency, such as war, or to extinguish an annual deficit. Under the Founders’ original tax plan, which the author of this article supports, the power to lay and collect a "direct tax" was placed in Congress’ hands for such emergencies ..."

Overlooking the fact that Article I section 9 of the Consitutition already provides such power to lay direct taxes, (e.g. capitation and land taxes) limited by the rule of apportionment if Congress were to be so foolish as to lay them on the American electorate.
