A congressional district is not supposed to even 50 - 50 Democrat - republican. First the number of seats in the house are fixed. Then what is foremost is that it be a community of interest which start with counties and cities. Each political party develops a plan. The last gerrymandering occurred in the south (I think it was Georgia) They were later determined to be un-constitutional. You need to acquaint yourself with the rules used for re-districting
