If we lose the House next month, we'll have to have a lame-duck session before Christmas, to pass an omnibus appropriation for operations in Iraq and Afghanistan. It'll have to be a jumbo, big enough to carry President Bush until after the 2008 election.
But in order to comply with the Constitution, the appropriation couldn't be for any longer than two years. We'd have to issue our troops two years' worth of ammunition, rations, and fuel, to outlast the 'Rats.
