Even Putin has had problems with Chia Pet. North Korean guards have fired on Russian border guards on North Korea's small border with Russia.
Putin would not like to see US forces that close to Vladvostok either.
Neither China nor Russia has made any public statements attacking N. Korea for the purging of Chinese or Russian/CIS agents within North Korean borders.
