Dingy Harry Reid did deed the property over to the LLC.
He just never estabished his ownership rights in the LLC on paper - which as a congresscritter he MUST do.
That's the whole point: transparency. Doing sweetheart deals with an old friend of 35 years on a handshake is EXACTLY what should be transparnet and was instead COVER UP by Reid's SCHEMING DIRTY DEAL.

and that's what allowed Reid and his relations to influence the zoning change on the property seemingly without any COI 9since he supposidely did not own it and could not benefit finnancially from a zoning change). Without the zoning change any profits would be miniscule and slow to accumulate, if at all.
