Does anyone know exactly what Berger stole? Has that ever been revealed?

The timing of Berger's odd, risky behavior suggests that the documents pertained to actions taken (or not) in the terrorist arena, leading up to 9/11. A little housecleaning, as far as that precious legacy, in other words.

Yep. Dick Morris said it on O'Reilly. I caught it because I've always wondered what he was after. Burglar stole Clinton's so called "Plan for Terror" right before Clinton was to testify before the 9/11 commission. According to Burglar, Clinton needed it "simply for review because he forgot a lot of it."
The question is - Why would Burglar have to steal it by stuffing it into his pants? Why not just check it out of the archives? What did Burglar put back in? A rewrite? An new and improved version?
